Dr Charles Bleakley
Chief Executive Officer
Dr Bleakley joined BEMS as Clinical Governance Director in April 2023 and became CEO in April 2025. He has had a wide range of experience of roles since moving to B&NES in 2012 after a career in the Royal Navy, including Primary Care Network Clinical Director, GP Partner, sessional GP, and representative on the BSW committee of Wessex LMC. He is committed to ensuring high quality healthcare services in BEMS and integrating well with other services across B&NES. Outside of work his interests include cycling, scuba diving and playing the piano.

Stephanie Coombs
Practice Manager Director
Stephanie joined BEMS MEC as Practice Manager Director in 2021. She is currently the Practice Manager Partner at Hope House Surgery in Three Valley's Health Primary Care Network where she works full time over four days and is an active member of the PCN. Stephanie joined the NHS in 2008 and has worked within Primary Care ever since. Stephanie has an NVQ Level 5 qualifications in leadership and management and is interested in staff development/retention and progression, building cohesive teams and improving patient experience. Outside of work her interests are her dogs, yoga, co-operative boardgames and Formula One.

Daniel Smith
Operations Director
Dan joined BEMS as Operations Manager in 2018 and joined BEMS MEC as Operations Director in 2022. He joined the NHS after completing his degree in 2016, and has worked for multiple GP Federations in the South West in Operational and Project Management roles. In his role, he has a focus on improving the quality and efficiency of all BEMS clinical services, supporting General Practice’s in B&NES and increasing integration with other local healthcare providers. Outside of work, his interests are staying active with football, cycling and going on long dog walks.

Roger Stead
Senior Project Manager
Roger has been with BEMS since September 2018, after previously being a Practice Manager at a GP Practice in Bath for 13 years. Prior to that, he worked for 5 years in a PCT in Bristol with a focus on General Practice contracting.  As such he has a wealth of experience of NHS Primary Care, especially in relation to General Practice, contracting, estates, HR, operational and strategic planning and service development. Roger has a passionate belief in the NHS and in the value of GP Practices as the bedrock on which the NHS stands and feels that his role in BEMS helps to support Practices to continue to provide high quality care for their patients.

Dr Chris Lewis
Clinical Governance Director
Dr. Chris Lewis resumed the role of Clinical Governance Director at BEMS in 2025, after previously serving as BEMS Director of Primary Care in 2023 and 2024. He is a partner at St Mary’s Surgery in Timsbury and has also worked in the ENT department at RUH. Dr. Lewis is committed to strengthening sustainable connections across all sectors of the healthcare system to provide high-quality, integrated health services for patients in B&NES and beyond.
